This letter serves as a formal notice regarding the long-standing and substantial debts owed by Mr. Raeef Kabbani to multiple suppliers. Despite repeated requests, extensions, and assurances provided by Mr. Kabbani over an extended period, these debts remain unpaid.
本函作为正式通知，旨在就 Raeef Kabbani 先生长期拖欠多家供应商的大额债务予以说明。尽管各供应商多次提出催促、给予延期并接受其一再承诺，但相关债务至今仍未偿付。

It has come to our attention that Mr. Kabbani has engaged in a consistent pattern of making promises of payment, only to subsequently fail to honor those commitments. Such conduct constitutes a serious breach of fundamental commercial obligations and has caused significant financial harm to the affected suppliers.
经核实，Kabbani 先生长期以来反复作出付款承诺，却多次未能履行。这类行为严重违背基本商业义务，已对相关供应商造成重大经济损害。

Several suppliers who fulfilled orders in good faith, relying on Mr. Kabbani’s representations, are now facing severe consequences. Some have been driven into critical financial distress, and others have been forced to cease operations entirely due to the cash-flow crisis resulting from his continued refusal to settle outstanding invoices.
多家基于诚实信用、按其要求如期履行订单的供应商，现因其拒绝付款而面临严重后果。其中部分供应商已陷入严重资金困境，另有一些被迫停业，直接原因均为其持续拒付货款所引发的现金流危机。

Please be advised that Mr. Kabbani’s actions may constitute fraudulent misrepresentation, bad-faith dealings, and violations of applicable commercial and contractual laws. All affected parties reserve the right to pursue further legal action, including but not limited to debt recovery proceedings, claims for damages, and reporting the matter to relevant authorities.
特此告知，Kabbani 先生的上述行为可能构成欺诈性虚假陈述、恶意商业行为以及违反相关商法与合同法。所有受影响的当事人保留采取进一步法律行动的权利，包括但不限于提起债务追偿诉讼、索赔程序以及向相关主管机关举报。
